I was running Windows Server 2008 R2 (64bit) with Remote Desktop Services and the Installer Service would not start. Reading the notes from others here was VERY helpful in being reminded to RESTART!!! You can also start the service by going to Start, Run and type in net start MSIServer into the Run box. Scroll down to the Windows Installer service and check if Startup Type is set to Manual.
Update: Windows 10 Users are Getting this Error Currently and the issue is the same which is With the Installer. Press F8 before the Window splash screen is displayed and then select Safe Mode from the Windows Advanced Option menu. To resolve this you need to reset the security database in most of the cases. Do this if you do not even see the service listed in the Services applet or if nothing else works. Change the value from 1 to 0, and then use the Services window to Stop and Start the Windows Installer service. cminniect's advice worked for me after many other failures. Again,Thanks!!! FINALLY found a fix that actually worked for me. Corrupt can also mean that there is a problem in the Windows registry involving the msiexec.exe file.
From your experiences, I would still try to uninstall the software again, and then run a registry cleaner (like ccleaner) to make sure all remnants of the software are gone.
