The Center for Public Integrity has a great article on how much money our contenders for 2004 presidency have at their disposal.

This site is reasonably non-partisan as they take aim first at Democratic Senator of Massachusetts John Kerry. If he were to win, he would be the richest president in over a CENTURY!!

Unfortunately the answer would seem to be yes. Other sources are reporting the same thing.

Only one power has ever used nukes, and now we’re preparing for that eventuality again. World opinion of the US is poised to fall even further just by considering them as a military option. What’s more it may encourage other smaller nuclear powers to consider them as a strategic tool.
